Bylaws of the California University Forum

Article I
Forum Operations
Section 1
The Forum shall meet in regular session eight (8) times each academic year, in the months of September, October, November, December, January, February, March, and April, when the University is in session.
Meetings of the California University Forum will be held in LRC Auditorium on Tuesday afternoons, starting at 4:00 P.M., so as to maximize the opportunity for all senators and all members of the University community to attend.
Special meetings may be scheduled at the pleasure of the California University Forum by a majority vote of those present and voting at a regular meeting. The Presiding Officer of the Forum shall announce the time and location of special meetings to the University community.
In addition, emergency meetings may be called by a written petition of at least one half of the senators, or by a majority vote of the Executive Committee. The petition shall state the reason for an emergency meeting. Such a petition shall be presented to the Presiding Officer of the Forum who shall call the emergency meeting of the Forum and shall notify the university community of the time, location, and reason for the emergency meeting. The only business that shall be transacted at an emergency meeting shall relate to the reason provided in the petition.
Section 2
No new agenda items shall be introduced after 5:30 P.M. and debate will not continue beyond 6:00 P.M. unless a majority of senators present and voting indicate by majority vote that they wish to do so.
Section 3
Should it become necessary to schedule meetings in the evening to accommodate the wishes of the University community, the California University Forum will take appropriate action in order to make that accommodation.
Section 4
A brief period of time will be set aside at the beginning of each meeting of the California University Forum to allow questions or comments from any member of the University community regarding the agenda items or other matters of importance to the future of the University.
The Presiding Officer shall determine the amount of time to be allotted to each individual on the basis of the number of individuals wishing to make comment and shall announce the time allotted to each individual before the first individual begins to speak.
Section 5
Individuals who are not members of the California University Forum may participate in Forum meetings, subject to a majority vote of those senators present and voting. Such individuals shall not have a vote on Forum resolutions.
Section 6
All matters related to the operation of the California University Forum not covered in the Constitution, Bylaws, or Parliamentary Authority shall be determined by the Presiding Officer of the Forum.
Article II
Amendments to Bylaws
Section 1
Amendments to the Bylaws of the California University Forum shall require a two-thirds majority vote of those present and voting, and proposed bylaw changes must be presented in writing to the Forum at least one meeting prior to the meeting at which the voting will take place.
