The Council of Trustees of California University of Pennsylvania, to enhance communication between and among all segments of the University and between the University and the public, to allow discussion, resolution, and closure on important issues facing the University, and to enable greater participation in the decision-making processes of the University for faculty members, students, administrators, staff and alumni, hereby approves, subject to the following provisions, the creation of a shared governance structure for the University as a whole.

The University governance body shall be known as the California University of Pennsylvania Forum, and the members of the body shall be known as senators.
